Following pressure from bodies including the Marylebone Association, neighbouring residents' groups and Westminster City Council, Transport for London has issued the following statement:-
We have temporarily taken down the interim consultation report from our website and have extended a window for three weeks until Friday 6 April, so that anyone who emailed the incorrect address can resubmit their response.
We received over 22,000 responses to the consultation and are looking in detail at every issue raised before any final decision is taken. We will include the resubmitted responses in this analysis and the consultation report will be republished once this is complete.
Whilst this statement admits the errors, it is simply concerned with damage limitation and fails to address the problem effectively. It is difficult to see how the proposed measures can result in a reliably accurate result. Responses from organisations may be identifiable, but how do individuals know that their views have been included? How will TfL ensure that repeat responses are not submitted by those who have already commented?
Our present view is that the current proposal could just serve to further confuse the whole issue making the consultation even more unfair. The only way to address this without a completely new consultation would appear to be to locate and recover the missing emails; analyse them with the other responses now found and republish the data, amended to incorporate all the revisions.
